Cette maxime semble aujourd\u2019hui trouver un \u00e9cho particulier dans l\u2019attitude du pr\u00e9sident rwandais, Paul Kagame. Apr\u00e8s des ann\u00e9es de d\u00e9n\u00e9gations et de discours ambigus, les r\u00e9cents d\u00e9veloppements diplomatiques et les rapports internationaux mettent en lumi\u00e8re une r\u00e9alit\u00e9 de plus en plus difficile \u00e0 dissimuler.<\/p>\n<p>Malgr\u00e9 la signature d\u2019un accord de paix entre les pr\u00e9sidents F\u00e9lix Antoine Tshisekedi Tshilombo et Paul Kagame, sous la m\u00e9diation des \u00c9tats-Unis, la situation s\u00e9curitaire \u00e0 l\u2019Est de la R\u00e9publique d\u00e9mocratique du Congo reste pr\u00e9occupante. Le dernier rapport du Groupe d\u2019experts des Nations unies fait \u00e9tat de la pr\u00e9sence de plus de 7 000 militaires rwandais engag\u00e9s aux c\u00f4t\u00e9s des combattants de l\u2019AFC\/M23 sur le sol congolais, en violation des engagements pris.<\/p>\n<p>Parall\u00e8lement, le pr\u00e9sident rwandais a publiquement \u00e9voqu\u00e9 des revendications territoriales sur certaines zones de la RDC, mettant en cause l\u2019h\u00e9ritage colonial. Une th\u00e8se rejet\u00e9e par l\u2019histoire, comme l\u2019a rappel\u00e9 le Roi des Belges, affirmant qu\u2019\u00ab\u00a0<em><strong>il n\u2019y a jamais eu de terres rwandaises au Congo<\/strong><\/em>\u00a0\u00bb.<\/p>\n<p>R\u00e9agissant \u00e0 ces d\u00e9veloppements, G\u00e9nie Kande, pr\u00e9sident de l\u2019ONG FOGEKA, a salu\u00e9 cette clarification historique, tout en d\u00e9non\u00e7ant l\u2019absence de r\u00e9actions fermes de la communaut\u00e9 internationale face aux violations r\u00e9p\u00e9t\u00e9es de l\u2019accord de Washington.<\/p>\n<p>Il soutient \u00e9galement la proposition du pr\u00e9sident burundais \u00c9variste Ndayishimiye, qui plaide pour le d\u00e9ploiement d\u2019une force neutre \u00e0 l\u2019Est de la RDC, charg\u00e9e de veiller au respect des accords et de lutter contre les groupes arm\u00e9s impliqu\u00e9s dans l\u2019exploitation ill\u00e9gale des ressources mini\u00e8res, avec l\u2019appui de r\u00e9seaux transnationaux.<\/p>\n<p>G\u00e9nie Kande se f\u00e9licite par ailleurs de l\u2019option diplomatique privil\u00e9gi\u00e9e par le pr\u00e9sident F\u00e9lix Antoine Tshisekedi, estimant que cette strat\u00e9gie a permis d\u2019\u00e9viter une escalade militaire et de contrer des sc\u00e9narios visant \u00e0 d\u00e9stabiliser, voire \u00e0 fragmenter la RDC. Selon lui, cette diplomatie active a contribu\u00e9 \u00e0 exposer les responsabilit\u00e9s r\u00e9elles dans la persistance de la crise s\u00e9curitaire.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/laplume.dev.cod.cd\/sites\/default\/files\/inline-images\/President%20Fogeka_01.jpg\" width=\"578\" height=\"385\" data-entity-uuid=\"ae453714-26e3-4a27-9cf2-8235155dbf6d\" data-entity-type=\"file\" \/><br \/>\nEn mission humanitaire au Burundi, o\u00f9 il a assist\u00e9 des Congolais d\u00e9plac\u00e9s par les violences, gr\u00e2ce notamment \u00e0 l\u2019engagement de Barnab\u00e9 Muakadi, G\u00e9nie Kande lance un appel \u00e0 la solidarit\u00e9 nationale et internationale.
